My daughter is 2 weeks shy of being three months and has been drooling a lot could this be a tooth coming in?

My daughter will be 3 months old tomorrow and she's drooling a lot too. She's also been really fussy and sticks her fingers and hands in her mouth constantly like she's trying to bite on them. Her gums also look like they're red but I can't tell if teeth are about to come out
