Take a soft brush and when bathing brush in circles. My little one had the same. It takes a while for it all to come off but it will eventually. Give it time. I think by the time mine was 3 months it was completely gone.
When she got to three months I took one of my brushes that was a little tougher and gently did circles... it took off more than the soft brush. Just be careful of the soft spots of coarse.
No problem. Remember all babies are different so it may take more time or less for it to go away for yours. My nephew had flakes til about 8 months. It's definitely annoying knowing and seeing your baby with flakes but it's a natural thing for many.

Coconut oil or baby oil

I used coconut oil. let it sit for about 3 minutes then washed her hair and brushed it and it was gone
