my nephew was like that so in order to get his words clear(he was also the same age) we talked to him like an adult. I also would not give him whatever he asked for until he repeated it back, I also corrected him on easier words. for example he would not talk at all just giggle or cry, so when I would make my fingers look like I was about to tickle him he would only laugh and not say anything. I would say tickle, and he did want to be tickled, so eventually he realized, he would get what he wanted if he responded and talked. He was the oldest so maybe he felt apart of something. The older he got and the more big boys things he could do made him more determined to do things for his age group and above.
