I put my baby across my lap for tummy time. But mostly so my 2 & 5 yr old don't trample him!

my daughter refused to be on her tummy until she was like 10 months old.. 3 weeks later, she started crawling then another week later she was walking ! some baby's just don't like it !

Mine wasn't either. I propped him up on the boppy or a pillow which seemed to held. He would tolerate it a little more. Now at 3.5 months he can hold himself for a few minutes before he freaks out or ends up rolling over ☺️
