Do nos use dandruff shampoo. She is too young and the possibility of it getting in her eyes is bad. It is cradle cap and it can happen anywhere including the face, neck, scalp, and ears. Use a bit of coconut oil about an hour before showering her. Let in soak on her eyebrows. In the bath use a soft bristle brush to brush her eyebrows and rise off with water and baby shampoo. Repeat before every bath time. If you notice it getting flaky during the day you can always moisturize withe the coconut oil.
