Very uncommon for children to teethe before 4.5 months. I think 4 months is earliest. (Just learned this from Hopkins when I called about my son) there is a fussy stage around 3 months just developmentally. I went through this with my son. How can you tell if it teething? If it is, you will see breaking of skin and a tooth come out about 2-4 days after fussing.

I'd say Teething definitely. My daughters 3 months, exclusively breastfeeding an doing the same thing , drooling like a mad woman , a little more fussy than usual an chewing on her hands lol .
