Switching can cause them not to poop right away because their body is adjusting. As long as she's not crying and trying to go and nothing is happening then she should be okay.
Also, you can help move things along by gently pushing her legs to her chest a few times and move them in a bicycle movement. That always helped my daughter.

Yes that's normal especially for breastfed. If she is not pushing and straining she's just not ready to poop yet
