Honestly ... Time! Every baby is different and will start sleeping through the night when they're ready. For your sake, I hope that is sooner than later.
There really isn't anything you can do but give him time. Some babies don't sleep through the night until a year or more. Some get luckier but it's just depends upon the baby. Keeping them up longer during the day is a myth and will just make him not sleep well at all at night. Trust me I've tried it. He was way worse at bedtime than if he gets his regular naps. He will eventually grow out of it he's still pretty young. I've also read babies need an early bedtime. 9 seems late to me. I've read alot of people recommend like 630/7pm. As for the cereal my pedi said it doesn't help them sleep longer at night. I tried it and didn't do thing. It has no nutritional value and is just carbs that can make them overweight and have digestion issues if given too soon. I'm skipping cereal all together.
Yeah at that age he's too young to give him anything. My sons not a big sleeper either, never was. 4 months is still in the sleep on demand, but he probably has somewhat of a routine. I did the lavender baths with Brennen before bed. When he was 15 months my ped suggested a tiny bit of chamomile tea. He now takes a Zarbees 1mg melatonin, but he's 3. It got where he consistently wasn't sleeping anymore than 4-5 hours a night. It was wreaking havoc on his emotional state. I was at first against the melatonin, but it helped him get into a sleep pattern. Now he's fine. It will get better, just give her time.

I've read that the better they sleep in the day the better they will sleep at night.
