what @valerie_jean said and if the shoulder pads can't go high enough to get the chest clip in the correct spot then the pads should come off until he's older. my daughter couldn't use her pads at first but now she can safely.

The shoulder pads should be as high as they possibly can though, so the chest clip is positioned correctly at armpit level and the straps are tight.

@irishtwinmomma, nothing. a girl keeps bothering me about his shoulder pads not being on his shoulder like give me a break. he barely has shoulers!!!
