considering I just went through a little pack of 36 in about 2 days I'd say boxes. but don't over supply one size too much or just save receipts if LO grows out of the size.
I buy boxes of diapers. They last the longest. But if I buy two boxes I make sure to get two different sizes just in case by the time my daughter is finished with one box she doesn't outgrow the size she's in.

Check the Amazon subscriptions. They're so much cheaper than any store. And you can change the sizes at anytime.
