As long as the water is over 70°, then I would say when you're comfortable having a baby in the sun, and feeding and all that in the sand. We took my daughter (1 year old) to Huntington Beach a few weeks ago and it was fun, but she was freazzzzing in the water. I was bummed. Even though it was super warm out, the water was just so cold.
