If you have a scheduled c section you won't really labor so no you won't have to go through all the contractions. Your water can still break though but surprisingly not a whole lot of women have their water break on its own

And they most definitely can do a c section if your water breaks. I had my water broken in the hospital but my pelvis ended up being too narrow so I ended up with a c section in the end

My water broke with my first, and I had a csection because she was in there too long

Same thing happened to me @babes101116 I ended up getting an infection from my water being broken for so long that caused my baby to be in the NICU after birth because the infection spread to him 😞

and can you drop still if you are breech and having a c section?

No it wouldn't be an emergency necessarily just because your water broke. I was 42 weeks 3 days if that's what you mean. And yep the baby can still drop even if breech
