I mean, not sure what the scenario was, but I've witnessed as a cashier old ladies buying a little boy a balloon he wanted, someone's bought a kid a candy bar, I've had an old lady give me a Christmas pin to wear for the holidays, never seen money given directly, but everything I've seen, the parents have always been right there.

@madibug96, both situations were in a restaurant when we were eating dinner. The first was two elderly ladies in wheel chairs who commented on how cute and well behaved she was and gave her $5 to buy a toy with then said she would pray for us as week continued our journey to vacation. The second was a couple in a bar that my daughter was "talking" to (she's 17 months) that randomly handed her $5 as well for her piggy bank

I don't personally see a problem with that! sometimes people just love kids, if you're right there with her then there's absolutely no problem. my reaction would be just tell her to say thank you (whether she can say it or not) and don't let it freak you out.
