Coming from somebody who is in class for CPST it is safest to RF to age 2 but recommended to RF as long as possible. I've seen children RF to the age of 3 and 4. It's all about bone maturity.
my daughter just turned 3. and is still comfortably rearfacing. my other daughter will be 2 and definitely don't have intentions on turning her either.

check your state laws but even if they say at 1 year...it's best and safer to wait until 2 years or longer.

Wisconsin has a law they have to be facing backwards until they are 2. that's the safest
