Parents can spend a little or a lot. It's a big deal in Mexican culture just like a sweet 16 you could make it an extravagant event or just a small party. If the family is financially able and wants to spend 9000$ on it I don't see a problem. I would suggest that if the family isn't financially able. Just like any party there are expensive ones and less expensive ones.
