It could also be allergies. My youngest son has basically had the dark circles since he was born, and I just had him allergy tested because all of his other tests check out fine. My doc recommended the allergy testing. I am glad I did it.

iron deficiency as @arich13 had mentioned. Definitely get her checked out just in case

I think it's an iron deficiency or some kind of low levels. Maybe get a blood test or google it. My uncle has them and it's because he has a really weird diet where some nutrients are missing.
