It's baby acne it's normal. Their skin is getting used the outside world. Just wash her face with warm water everyday and I agree about breast milk on it.

My daughter used to get that at the weirdest times. Sometimes it would be heat, sometimes it would be due to certain materials rubbing against her. If you're breastfeeding, rub some of your milk over the bumps and they should go away pretty fast.
