Just depends on the couple.

Either can do it. I know an irish tradition where they have Leap Year every 4 years on Feb 29th woman purpose to men. Now you dont have to wait every 4 years. I think woman should purpose to men more often. Sometimes us girls wait entirely too long and sometimes people need a push that or it shows where any relationship is at.

I think either sex can propose.. I'd typically want my guy to propose but I also belive women have every right to propose to their guy!! it's just as romantic!!
