My neighbors baby girl has this rash appearing on her belly and her arms and feet are a little red she also has been crying like she's in pain lately. With the permission of my neighbor I'm uploading this picture. Does anyone know what it could be?!

Could be hand foot and mouth disease it often comes with a painful rash, it also could be an allergic reaction to something if they have switched laundry detergent or soap
