My boy is two and I very sure my manager would hate if I had him pee out side but the Cheerios might help

outside! my boys loved peeing outside, we lived in the country so it was private and ok. once they get that down you take it inside and make it fun, we used cheerios in the potty for target practice lol. sometimes they would prefer to sit and that was ok with us. mistakes are going to happen but they're good for learning.
