Yes it's totally normal. Some people don't feel their babies every day until like 25 weeks and some people feel theirs at 18. Every baby is different and it depends on what position they're in too. They're sooooo small at 15 weeks I wouldn't worry about it too much :)

I was 22-23 weeks, till I felt daily movement. first pregnancy. and like always everyone is different so I wouldn't worry

Flutters around 14 weeks, and I felt him constantly around 17/18. My placenta is anterior, so I guess it's different then.
