they dont do the 2 finger test any more its now the pinch test. you basically pinch the straps at the shoulders to make sure theres no slack in them :)

try pulling the chest clip down to the bottom buckle and tightening the straps more. they should be tight enough you can't pinch them at the shoulders. then put the chest clip back up about nipple height.

also does the straps come from below the shoulders behind the baby?

make sure her carseat is installed rearfacing (some women actually somehow forward face these seats) and make sure when you install it there's only about an inch of movement at the belt path, and that the carseat doesn't touch the front seat of your car and y'all will be perfect :)
