Yea call me crazy but after a few times of telling him and him not listening you better believe he'd be waking up early just to make time to clean up his mess. I bet your problem would be solved very quickly.

@babywhale, I don't like cats either and they're not even my cats, but we're spending the week at my parents house while my husband is moving all our stuff into our new home and I really need him to respect the rules
