I'm not sure but I do know a way to make them smaller. mix 1 part saline and 1 part peroxide together and saturate the keloids with it. I used to do this with mine and they eventually went away completely after two weeks. hope this helps somewhat
I believe so. it should help to make them smaller at least until you find out whether or not you can have them removed. mine were probably about that size and now they're gone so hopefully it works for you too. let me know if it does help @jessie0526
