When they are in and underneath the straps it stops the straps from doing its job basically, you can't tighten them as much as they need to be and in case of an accident the coat basically compresses because it's so fluffy and creates a lot of slack for you baby to be able to slide out and cause serious injuries. Thin fleece jackets are ok, I always just bring a blanket for my daughter, you can even put the jacket on them backwards after they are strapped in if you want just not under the straps! @chhaya
