Babies usually don't even notice eczema. So if she's itchy I'd have it checked out.

I'm not sure so I can't say yes or no for sure, but my son has eczema and the doctor told me it doesn't bother the baby. It's just dry skin that needs lotion.

Try eczema relief cream instead of just lotion. It helps with the itchy and keeps their skin looking nice and smooth.
