eh, idk.. I think hitting on someone means they have a goal to get to know you on a more serious level and compliment means just being nice like saying "her hair looks really good". @lbedell95
if he said something like "damn girl, you're fine as hell.. hit me up" then I'd definitely say he was hitting on you.
