Definitely an upper lip tie. Are you having any issues? With nursing/latching, her drinking from a bottle, reflux, etc? If so, bring it up to her ped. Most peds are not trained so they may brush it off...don't let them! And if they do Google tongue and lip tie revisions in your area. You may have to see a specialist or a pediatric dentist to get it revised. If you're not having any issues, it's not a problem! sounds scary--but kids will usually fall and tear it before age 4. My 20 month old has torn his twice now.
@kmally, latching we did for a few minutes but she will eventually get it and stay on. bottle we don't have any issue. my big fear is when she gets teeth and speech and also I wanna breast feed but I don't want her getting so mad she won't donit

I'm pretty sure my daughter has one. shes 3 weeks old. what do I do? and I'm not sure if she has a tongue tie it doesn't look like it but idk

A trained pediatric chiropractor can also help through adjustments if you're having latch issues.
