I started showing and I mean really showing at 26 weeks. I haven't gained that much either but my daughter is fine, my dr told me many women would kill not to gain a lot of weight.
I'm 27 weeks and just barely have a belly. We all grow at different rates (: as long as your doc says everything is good don't worry. I had a complex about mine cause I just looked pudgy and all my girlfriends who aren't as far along have bigger bellies.
