I already told them I was taking care of child support, so the hospital didn't do anything further I guess. We had a pretty calm conversation about it, if he wouldn't have agreed like he did we would have went to court though. He was offered a DNA test and things there and he had to provide pay stubs and things to determine the amount. it was like a 30 minute process, but you're right getting them to pay is a whooollleee different story, and they're so shitty about enforcing them to pay, they don't do much about it. @dontberidiculous
@their.bomb.ass.mom, Your experience was way different than mine. They helped me at the hospital with paperwork and served him. He demanded a paternity test so my son and I went in, they swabbed us both. Results came back and they then asked for income info to determine the CS amount and that was all she wrote.
You call your nearest child support office and talk to them about it, usually they'll tell you to call back if it's before the baby is born, but after baby is born they set up an appointment, and send a letter to the father letting him know. They may tell you to bring some things, but I don't really remember, if you have to bring things they'll let you know I'm sure you have to bring an ID or drivers license though. Then you'll have a conference with them and you and the father go into a room and talk to someone that asks you tons of questions.

It can be, and I tried to start before my daughter was born, but there is nothing they can do until the baby is born.

In Utah, child support and parental rights are not connected in any way, shape or form. For example: If he doesn't pay child support, he still has rights. If I withhold my son, he still has to pay.
