anyones baby become less active approaching 39 weeks??

it has been the last week or so she has been getting less active, its weird.. idk if its normal,

whenever i call my OB the older medical assistant just tells me to go to the hospital for any question I have.. she doesnt even consult with my doctor... I already been to the hospital 3 times in the last 2 months.. I dont have the funds for medical bills like that if it isnt necessary.. soo... has this happend to anyone else ??
