I'm in the hospital right now , the baby's head is lower than my cervix. They just tested to make sure it was my water(but honestly how can you mistake that?)

You need to call l&d and tell them your water broke. They will probably tell you to go in because you can get an infection if you're not really careful while the waters are broke

I didn't start dilating t until 4 days after my water broke. I had contractions but couldn't feel them I stayed at the hospital.

Maybe once the baby's head starts to lower since there's no water there anymore, you will start to contract.
