I think it's just whenever they outgrow the height/weight of the rear facing car seat. Most car seats are in the mid to upper 20's for weight, I think. But it could be different for your state, so you might want to Google it maybe.
no its NOT when they outgrow the limits on their seats. our kids are not minimums. size doesn't matter it's 2 years minimum, any time sooner and a wreck could cause internal decapitation and death. refacing till around 4 or 5 years is best.
2 years at least is the safest preferably 3 to 4 years, little ones spines are not built well enough to handle a crash foward facing before two. some states the law is 2 and some are behind, most are changing to 2 years because it is extremely safer. Weight has nothing to do with bone structure!

I've heard it was at 2 years old or 30 pounds, but it depends on your state, everyone has different laws
