Been dilated to a 1 for 3 weeks now. Fully thinned, and they can feel his head. How do I get it going?!?!?

Been dilated to a 1 for 3 weeks now. Fully thinned, and they can feel his head. How do I get it going?!?!?
I walked around for 9 hours and I didn't go into labor but I definitely dilated from a 1 to a 3
