that's weird! in California Arizona and Michigan you only have to be 19.

lol I've lived in all three states and each has there good and bad.. like Michigan you only have to be 18 to play lotto and goto the casino (in some citys) but Cali and Arizona you have to be 21 no matter what. I got so addicted to scratchers in Michigan then moved back to Arizona and I can't buy them! my bf is bad luck and never buys winning one's ha
