Just a question ❓

Is it considered lieing if someone is the boss of there own company, but tells customers that they (the boss him self) (they have no clue he's the boss and not just a helper) and that they will call the "office" to see about getting them a discount on there cleaning ducts (when it's his wife his really calling) acting as though he's talking to his "boss man" on the other end (wife says nothing just listens while the guy dose his pitch)... Is this lieing? Because he swares it's totally different then fibbing to a neighbor about something that was said to keep the peace ✌ and what that man dose is different.
