It does say that in some manuals. It's just dangerous because if someone hits the cart or it turns sharply the car seat can fall off. They show videos of car seats that clip into the cart falling off by a small jolt. It's not illegal or anything, just not as safe as putting the carseat in the big part.

@queendavis, oh yea. 100%. I don't think it's safe whether they clip in or not. I don't trust other people to not bump into my cart. Hell I've had people run into my cart pretty hard when they aren't paying attention. God forbid I had a child in the cart! Top or big part!!!! I'll stick to baby wearing for the first few months! I just thought I was interesting because I've never actually seen a manual encourage it! 😊

@queendavis, plus I'm only 5'2 so if I had the baby up there I wouldn't be able to see where I'm going! 😂😂

I would suggest putting the baby in the area where you put the food the big part plus if you think about it even if you hear it clip in its not made for a shopping cart it's made for a stroller or the car seat base only plus it will make the shopping cart top heavy and it will fall so I won't trust it at all
