She's just a little girl. She's not aware of what she's doing. Children aren't fully in their senses. They all have stages of how they behave. She doesn't seem to be behaving out of line if she's pointing out her panties. Lots of kids do that. But ATLEAST your sister can tell her no if she feels like it's becoming an issue

My daughter is going through that phase. I'm not sure how old your niece is but my daughter is 3.... We just remind her how a young lady should sit and eventually she got the hang of it. Sometimes she'll forget and say oops and then instantly close her legs. Just give constant reminders and she'll catch on.

@briandavisjr819, I would too Lol. girls from as young as even 1(even though they don't understand) remember don't pull your dress up our dresses stay down. that way when there older they don't go showing off their panties. exactly just constant reminders.
