Some babys just don't like being confined. Try laying next to your baby on a bed! My niece loved laying next to me but refused to let me hold her and cuddle when she was an infant!
Usually when I nurse my son and I wanna sleep and cuddle him I'll lay him on his side as I'm on mine and we usually have our arms across each other also skin to skin will help as well

@isabellasmommy2015, have you tried maybe laying her across your lap on her belly and gently bouncing and patting her back? That may help!
