No u dont have to dilate. My water broke before my c-section day. Since the baby was breech, they send me an ambulance and it took maybe 20min when I was in the hospital and they did c-section on me right away.

You don't have to dilate if it's a planned csection already. My moms water broke with me a week early but I was planned to be a csection she just walked it and they took her to the OR first thing.
