it depends on your state. I know for .CA you have to get a couple of those to get a warrant. But you pay more when you renew your tags if you have tickets.

Yes, if you didn't let them know it will be late they will issue a warrant.

Yes. Your town laws would determine how many unpaid tickets you'd need before a warrant but it can be just one. You'll get an arrest warrant then just go pay the ticket and fine for late payment and turn yourself in with proof of payment they won't actually arrest you if you go in with your proof of payment.
