That's a good question .

I had that same question too. my mother in law said they mail the birth certificate two weeks after and you go get the social from somewhere.

the hospital staff came to us about all of that after we had our daughter. the birth certificate cost 12 dollars I believe and the social was free to order. not 100% sure on that. but I do know they came to us at the same time we were signing other papers for her name and talking about being discharged from the hospital

They do it at the hospital, they give you a form and u write all the information on it and then they print you a certificate of birth and here in mi, the hospital applies for the social security and then you mail off for the official birth certificate which has to be paid for
