Never. You don't know what someone is going through. Or what they have been through. It's not right to judge someone. You don't know them. 99% of the time people that cyber bully wouldn't say anything in person man the f up and don't bully through your keyboard with the safety of a screen between you and your victim.
Also it's a crime in most states now with actual legal repercussions and you can be charge for cyber bulling that right there should prove you should never do it.

They were charged with a type of abuse, intimidating a witness, obstruction, and are now actually serving jail time. This isn't such a rare case as it's happened a lot in recent years with the growing of social media.
